The City of Ann Arbor is divided into five wards; each ward elects two members of Ann Arbor's City Council, one each year. The City Charter dictates that the wards be roughly pie-shaped, radiating from downtown, a requirement that has led to some critics declaring that the city is gerrymandered to dilute the student vote by splitting the dormitories and student-heavy near neighborhoods across the wards.
