Richard W. (Rich) Robben is Executive Director for Plant Operations at the University of Michigan and a member of the board of the Ann Arbor Transportation Authority.

Robben holds a bachelor of science degree in nuclear engineering from the State University of New York Maritime College and a master of business administration degree from Columbia University. He served in the United States Naval Reserve from 1974–1994, attaining the rank of commander. He is a licensed professional engineer and a member of the National Society of Professional Engineers, the Association of Higher Education Facilities Officers and the National Engineering Honor Society.
