Barbara Parker is a lawyer who serves as City Attorney.

She received her undergraduate degree from the University of Washington. Parker graduated with a law degree from Harvard in 1975. She's a Democrat.
Parker is the former Assistant United States Attorney for the Northern District of California. Parker served as Chief Assistant City Attorney for ten years before replacing John Russo as City Attorney on July 19, 2011, after Russo left to become City Manager of Alameda. In 2012, Parker was re-elected as City Attorney after running against Jane Brunner.
Every two weeks Parker meets with Mayor Jean Quan and City Administrator Deanna Santana, meetings that were canceled during the Russo years.
Through her career as Chief Assistant and City Attorney, she has:
- Litigated Kreeft vs. Oakland.
- Helped establish the Bubble Ordinance.
- Finalized the Oakland Lending Law ,
- Finalized the decriminalization of marijuana.
- Fought against child sex-trafficking by shutting down two motels frequented by trafficking rings.
- Developed a code enforcement unit focusing in liquor stores and bars.
Parker is president of the Black Adoption Placement and Research Center.
