There has been a lot of controversy around the Oakland Zoo expanding into Knowland Park, including the 2012 Measure A1. A conservation easement required for the new California Trails project was approved by the Oakland City Council early on the morning of November 19, 2014, during a Council meeting that began on November 18, as noted by East Bay Express reporter Sam Levin:
