The Dead Cow Gallery was the first art space open to the public at the Tannery Arts Center as the live/work spaces were being constructed. Kirby Scudder, director of the Santa Cruz Institute of Contemporary Arts, described the motivation behind the non-commercial gallery's founding in an interview with Maureen Davidson: "Ceil Cirillo (then Redevelopment chief) asked me if I’d live at the Tannery to provide security for all the vacant buildings while waiting for construction to begin. I proposed that, instead of me and a shotgun and guard dogs, that a number of people live in the vacant Kron House and open up a gallery so there would always be people on the site."1
